A video shows a barangay councilor taking half of the residents’ SAP money, telling them that the mayor is asking them to return part of the cash. The video has gone viral, with many netizens angrily slamming this old man and calling out the local officials for blatant corruption.
SAP Emergency Assistance for the Poor
The government rolled out a Special Amelioration Program (SAP) emergency assistance to help the ‘poorest of the poor’ and those who lost their jobs have money to feed their families during the enhanced community quarantine (ECQ).
The SAP money is directly downloaded to the cash cards of 4Ps beneficiaries or given as cash to other recipients. But it turned out that this cash distribution has become an easy ground for local officials to get plenty of money from the innocent citizens who had no idea about their rights under the program.
There were reports of places wherein residents were asked to group themselves so they can share the cash that one family is entitled to receive.
But in a video allegedly taken in Hagonoy, Bulacan, an old man who was identified as a barangay councilor was telling the residents to give him back half of the SAP money. The residents will only receive their SAP money if they sign the list and give him back half of the cash.
In the video, he could be heard telling the residents that the barangay captain has no idea about this, but the money will supposedly go to the mayor’s house. Some of the residents readily complied, but the guy taking the video was skeptical and asked to take a picture of the list, not revealing that he was actually taking a video.

Someone defended the barangay councilor’s actions, however.
“Sa pagkakakilala namin kay Danny Flores mabait na tao..at hindi siya kurakot.. Hinati niya sa dahilang gusto niyang mabigyan ang lahat ng kabaryo niyang naghihirap.. Dahil kung hindi niya hahatiin ilang tao lang ang magkakaroon.. Kung ibubulsa niya yan..bakit pa siya magpapapirma…” defended a certain Neri Palermo.
“Ung mga gawa niyan..mga nag set up kay Danny Flores… Tignan ninyo muna ang mga sarili ninyo.. Nung kau ang naka puwesto mas matindi..ang nakawan.walang napupunta sa kababaryo ninyo kung di sa kamang anak o sa gusto ninyo lang bigyan… Pls lang tignan nyo ang sarili ninyo.bago si Danny Flores. Kilala ko ang kabaitan niyan..”

There are instances when SAP beneficiaries returned their cash they received, declining the assistance in favor of those who needed it more. But they are not supposed to return half the money to the officials who claim that this will be given to the mayor or something other local official, just like what the old man is claiming in the video.

Netizen Jay Jazo shared the experience he had with what appears to be newbie scammers who arrived at his house carrying a package with his name written using a pentel pen. The address was incomplete, just “1200 Camba” and the amount was written out as “3499 php”.
Jay has some pending orders that he’s waiting for, yet he also knows that he doesn’t have an order worth Php3,499. Moreover, as a frequent Shopee buyer, he knows that the package doesn’t look like something you’d get from an online store. There’s no barcode or waybill on the package. Only the supposed buyer’s name was there; no information about the seller or the order number.
A bit scared, Jay quickly closed the door to inspect the item before telling the fake delivery rider that he doesn’t have an order. After the guy left, they followed him and saw that he was just walking! There’s a rider who fetched him several meters away from the house, but the two appeared to have realized that the fake rider was being followed.
Jay shared the experience as warning to others so they won’t fall for this kind of modus operandi.
Fake Package Delivery Scam
Don’t be fooled by the fake package delivery scam. Here’s what you can do:
- Always track your packages from online shops.
- Don’t give out personal information to callers, even if they sound like a real delivery rider.
- Check the packaging for clues. Real orders have a proper waybill, with information like your complete name, address, and phone number.
- Tell family members or other housemates to never pay for orders delivered when you’re not around, unless you tell them beforehand or if they could confirm it with your first.

It turned out that some passersby noticed the small kids inside the car and were concerned over their condition inside the locked vehicle.
The concerned citizens could be heard speaking in Visayan, telling each other that the best course of action is to break the car’s glass because doing it without damage to the vehicle was taking them a very long time. The kids inside could be seen looking weak and sweaty.
Acting as fast as they could to save the children, they broke the glass window at the driver’s seat. With the window broken, they rushed to remove the car seat of the baby and moved it inside an air-conditioned establishment near where the car was parked.
Another person picked up the elder sister, still a toddler, and also brought her to the establishment where they were both given water.
The video did not show what happened next or how the parents reacted once they learned what these concerned citizens happened. But everyone is furious at the irresponsible parents and thankful that the kids were safe.
